iNCUBATE is "a 'creativity incubator' for artists and non-profits, and the home of Citizens Against Crime. Inspiring innovation, creation, imagination and motivation, [it is] also the home of the Graffiti Art Gallery [(pdf)], a CAC program designed to reduce vandalism and increase awareness of the graffiti arts by supporting 'commissioned' graffiti art and eliminating 'uncommissioned' graffiti art."

The Graffiti Art Gallery is "a gallery, a concept, [and] a movement offering graffiti artists a legal opportunity to practice and perfect their art while sharing the power of the graffiti arts with the rest of the Richmond community. The gallery's home is iNCUBATE, but is always traveling—in spirit and in being. As a traveling spirit, the gallery promotes problem solving through encouragement, not incarceration. As a traveling being, the gallery promotes the many wonders of the graffiti arts, both at iNCUBATE and in projects and at exhibitions all over the Richmond region. Ultimately, it is hoped that the Graffiti Art Gallery will positively impact Richmond both artistically and socially, while helping to shape a more forward-thinking and open-minded community."
